Dear Friends;

When the 65 Page Pamphlet "The Dispensation of [Baha'u'llah" was published by Shoghi Effendi on February 8, 1934, with its call to the believers "throughout the West", Shoghi Effendi wrote: "upon the 23rd of May of this auspicious year, the Baha'i World will celebrate the 90th Anniversary of the founding of the Faith of Baha'u'llah".

Upon the 57th Page of "The Dispensation of Baha'u'llah" it is written: "The sacred and youthful branch, the Guardian of the Cause of God, as well as the Universal House of Justice to be universally elected and established, are both under the care and protection of the Abha Beauty, under the shelter and unerring guidance of the Exalted One (The Bab) (may my life be offered up for them both) whatsoever they decide is of God."

From these two statements it is clear that Shoghi Effendi (following what 'Abdu'l-Baha wrote) intended to build the Administration of the dispensation of the Babi Faith. It was the Bab who declared Himself to be the Forerunner of He whom God would Manifest. He made His declaration at Shiraz in Persia (now Iran) on May 23rd, 1844. The Babi Dispensation was of but 19 years and was ended and completed with the Declaration of Baha'u'llah in 1863 in the Garden of El Ridvan at Baghdad.

The Babi Faith and the Baha'i Faith are two distinct and different religions; — this was not made clear in the forming of the Administration of the Faith that was formed about the Babi Religion instead of the [[[Bahai Faith]]. In other words,…..The first Guardian of the Faith so construed the Master 'Abdul-Baha's Will and Testament that he formed his Administration upon the Babi Faith and not upon the Bahai Faith.

This mistake has caused so much confusion and misunderstanding and trouble that the only thing for the second Guardian to do, to set matter aright, is to discard all which Shoghi Effendi did and to institute a New Faith which shall be the Orthodox Faith of [[[Baha'u'llah]] under the Holy Name of ABHA in order to carry out the conditions that will lead to the establishment of the TRUE Baha'i Faith (of Baha'u'llah) which Faith has not yet been established in the world.

So long as the former Administration exists, we will have two Causes — The former Administrative Order trying to keep alive the Spirit and ways and customs of the Babi Faith, as opposed to the ways of the New Abha Faith that has dawned and is struggling to overcome and put aright the mistakes of the past.

I have gone over all the writings that I have of Shoghi Effendi. Nowhere does he mention "the 24 Elders" of the Dispensation of Baha'u'llah. Nowhere does he mention "The Covenant" nor the Holy Spirit save where he is quoting from 'Abdul-Baha — and those instances are very rare.

The Bab and Baha'u'llah never used these terms. These terms came into the Bahai vocabulary in the Day of the Master, 'Abdul-Baha and were never employed by the Bab nor by Baha'u'llah.

Until now there has been no Orthodox Bahai Faith. It is now the duty of the Second Guardian to declare the NEW ABHA FAITH otherwise there will be no Orthodox Bahai Faith.

The Guardian urges all believers to study the Will and Testament of 'Abdul-Baha, "The Dispensation of Baha'u'llah" and "The World Order Unfolds" by Shoghi Effendi.

All believers are exhorted to teach and to spread the Glad Tidings of the Glorious Kingdom of the Abha Father foretold by [[Jesus]]] the Christ and the Prophets—praying that the Holy Spirit will confirm them in their efforts to spread the Faith.

The Abha Name of God was first pronounced by Jesus the Christ in His moments of anguish in the Garden of Gethsemane, on the eve of his crucifixion when He called upon "Abba Father". (see Mark 14-36). "Abba" and "Abha" are pronounced alike.

In the forthcoming letters in this series, the Guardian will share with his readers the detailed knowledge of a number of complications and misunderstandings under which the people of the Bahai World are laboring. These misunderstandings have resulted from the mistake made by the first Guardian of the Faith which is the chief subject of this letter of December, 1966.
